The advent of the terrorist imposed crisis and the Covid-19 pandemic have dealt a serious financial toll on the council and its activities. As a matter of urgency, the council had had to cue up with Government’s clarion call for sensitization against and the provision of Anti-Covid sanitary and preventive materials, notwithstanding our merger resources. Terrorists attacks have also crippled the council financially as we have not been able to collect any local revenue since 2017. This is further Compounded by the quarterly deductions by FEICOM for the repayment of loans contracted for the construction of the Bali Main Market, the Bali Town Hall and the Council 4X4 HILUX. The quarterly balance has therefore grossly fallen short of council statutory expenses such as, unpaid staff salary areas, council taxes and social insurance dues and payment of local service providers.
One of major challenges facing Bali Council since 2018 was inability to accommodate the council services. The new executive took over duty in the SDO’s office. However, within a month in office, the new executive was able to provide office accommodation for both the staff and services of Bali Council albeit not within the municipality for obvious reasons and immediately put back the institution at the service of the municipal stakeholders. Securing these make-shift premises for it activities has also imposed more expenses on the already marginal finances of the council.
Staff meeting is one the very many management tools that help in the coordination and fast tracking of set goals and objectives of an institution vis-à-vis the aspirations of its users. It is an informative forum during which staff presents updates, challenges and propose ways forward. It is also a moment of general appraisal of periodic action of the institution by the authorities. This is an opportunity when municipal family ties and trust in team spirit amongst co-workers and serviceability of the institution is appreciated via departmental reports and exchanges. Cutely conversant with its importance, Mayor Wandum, periodically descends from his office to the staff chamber to preside over such important meetings. In April 2020, Bali Council Family for the first time in 4 years had the opportunity to assemble under the chairmanship of the new mayor for a staff meeting.
Over the time being, Bali Council has recorded the issuance or certification of well over; 5,122 Birth Certificates; 10 Death certificates; and the signing of over 21 Marriages.

During the first semester of 2020, the council also organized and hosted a number of coordination and performance evaluation meetings with external and sectoral stake holders. Amongst them were:
The First and Second Trimester Technical Subcommittee Meetings devoted to the follow up and evaluation of the Physical/Financial rate of the execution of Public Investment Budget (BIP) of the Council for the current year 2020. However, due to the sporadic and deadly attacks by separatists’ armed groups that characterized the region over the years, the evaluation report was very poor during the first semester 2020.
Most projects dating back to 2018 were either suspended or abandoned by the contractors and 80% of the municipal projects were still under contract award process. But thanks to a number of consultative meetings with the said contractors and a mind reformation campaign against the anti state sentiments launched by the Mayor, which has witnessed the resumption of work on the ground, Bali council recorded a remarkable improvement (65%) in the overall rate of execution during the 2nd trimester evaluation meeting during the June 2020 session.
The ‘Proud Citizen Project’ is has been one of the channels used by Bali Council management to reach out to the population on civil status responsibilities and social cohesion.
